NEW DELHI: Dated the 27 December, 2018
Subject: Increased validity and utilisation of the norms ratified by Norms Committee (NC) under
Para 4.12 of Hand Book of Procedures 2015-2020 of the Advance Authorization obtained under
para 4.07, by other applicants of advance authorisations - reg.
In exercise of powers conferred under paragraph 1.03 of the Foreign Trade Policy, 2015-2020, as
amended from time to time, the Director General of Foreign Trade makes the following amendment
in Hand Book of Procedures 2015-2020.
2. Existing Para 4.12(vi) of HBP 2015-20:-
Where Norms Committee has already ratified norms for same export and import products in
respect of an authorization obtained under paragraph 4.07, such norms shall be valid for a
period of two years reckoned from the date of ratification. The same applicant can avail
repeat authorisations based on such adhoc norms. Regional Authority based on such adhoc
norms. Another exporter, however, cannot be granted authorization by Regional Authority
based on such adhoc norms.
The amended Para 4.12(vi) of HBP 2015-20:-
Norms ratified by any Norms Committee (NC) in the % DGFT on or after 01.04.2015 in
respect of any Advance authorization obtained under paragraph 4.07, shall-be valid for the
entire period of the Foreign Trade Policy i.e. up to 31.3.2020 or for a period of three years
from the date of ratification, whichever is later. Since all decisions of the Norms
Committees are available in the form of minutes on the DGFT website, all other applicants
of Advance Authorization are also eligible to apply and get their authorizations based on
such ratified norms on repeat basis during validity of these norms.
3. Effect of this Public Notice: All applicants of Advance Authorization are eligible to apply
and get their authorizations based on ratified norms (available on DGFT website in form of
minutes) on repeat basis.
