(1) Montreal Protocol on Ozone Depleting Substance Ozone depleting substances in heading 29.03 are restricted under the Montreal Protocol. The conditions for import stipulate the "Import is permitted by actual users against a licence from a country which is a party to the “Montreal Protocol on Substances that Deplete the Ozone Layer”. List of countries which are parties to the Montreal Protocol will be notified by Director General of Foreign Trade from time to time. However, import from countries, which are not parties to the Montreal Protocol is prohibited.
(2) All Narcotic drugs and psychotropic substances covered under this chapter will be subject to the following conditions:
(a) Any narcotic drug and psychotropic substance can be imported under the Special Provisions for medical and scientific purposes as per Chapter VII-A of the NDPS Rules, 1985 after obtaining an import certificate under the proviso to Rule 53 of the NDPS Rules.
(b) Imports other than category (a) referred to in the preceeding Paragraph will be governed by Appendix-V to Schedule 1 (Imports) of the ITC(HS) Classifications of Export and Import Items, 2004-2009.

against Advance Authorisation
The following Trade Notice was issued by the Zonal DGFT, Mumbai on 8th October 2010.
03-TN Attention of members of trade and industry is
08.10.2010 invited to Policy Circular No. 52(RE-08)/2004-2009 dated 06.01.2009 regarding clearance for import of Ozone Depleting Substance (ODS) against advance authorisation/DFIA.
In view of the directions given in the above mentioned Circular, members of trade and industry filling applications for advance authorisations/DFIA are advised to submit declaration as annexed ti this Trade Notice along with their application.
