INDIA : Begins safeguard duty probe on spandex imports |
India's Directorate General of Safeguards has initiated an investigation into imports of bare elastomeric filament yarn, also known as spandex, ahead of a decision on imposing safeguard duties.
A notice filed by Customs and Excise shows an application has been submitted for the imposition of safeguard duty on imports of spandex into India to protect a domestic producer from "serious injury/threat of serious injury" from a surge in shipments.
The producer is Indorama Industries, which claims to be the only producer of the yarn in India, therefore accounting for 100% of total domestic production.
The company is seeking the imposition of safeguard duty on imports for a period of three years.
It is also seeking provisional safeguard duty in view of "steep deterioration in performance of the domestic industry as a result of increased imports of product under consideration".
The yarn is imported into India from a number of countries, but primarily from Vietnam, Korea, China, Singapore, Taiwan and Thailand.
