Stormy budget sessions on the cards |
HYDERABAD: The second leg of the budget session of assembly starting on Monday is likely to be a repeat of the earlier stormy sessions with opposition parties determined to stall the proceedings over various demands. While the TDP wants an adjournment motion to debate on tainted ministers and the APPSC scam, the TRS and BJP are geared up to batter the government for denying police permission for 'Chalo Assembly' slated for June 14.
The YSR Congress, on the other hand, is likely to demand a special discussion on power tariff hike, irrigation issues and the disqualification of MLAs.
While this would be the last budget session before the state goes for polls next year, the House is meeting after a break facilitating the first-time constituted standing committees' debate on the budget presented by finance minister Anam Ramnarayana Reddy on March 18, and coming out with amendments. After a substantial delay in formation, thanks to reported friction between chief minister Kiran Kumar Reddy and speaker Nadendla Manohar, the twelve standing committees scrutinised the budget in a series of meetings, and the House is expected to pass it without a fuss.
"The standing committees have discussed the budget threadbare and have suggested many amendments. Still there is wide scope for debate in the House provided the opposition cooperates. The budget will be passed after considering the suggested amendments," said government chief whip Gandra Venkataramana Reddy.
With the leader of opposition N Chandrababu Naidu attending the session after absenting for three consecutive meets owing to his state-wide padayatra, the TDP is all set to attack the government over several issues. The APPSC scam and issue of tainted ministers are likely to be raised by the TDP on Monday. TDP leaders on Sunday staged a dharna in front of the chief minister's camp office demanding a probe into the APPSC scam. They were arrested later.
"We will ask the government to come up with a statement on the issue of tainted ministers and the APPSC scam following a discussion. We will also move an adjournment motion on power crisis," said TDP floor leader Gali Muddu Krishnama Naidu.
Before attending the session, Naidu will pay homage to TDP founder and the late chief minister N T Rama Rao at NTR Ghat. Pro-Telangana leaders of the party would stage a dharna at Gun Park.
Sticking to its pro-Telangana stand, Telangana Rashtra Samithi (TRS) will continue to stall the proceedings of the House demanding the passage of a resolution on Telangana. The party leaders would take the government to task for denial of police permission for 'Chalo Assembly' planned by the Telangana Political Joint Action Committee (TJAC) on June 14.
"The government is showing an authoritarian attitude by denying permission to a democratic protest. Condemning this, we would ask the government to pass a resolution on Telangana at least now, this being the last budget session for the Congress," said TRS floor leader Etela Rajender.
However, city police commissioner Anurag Sharma, who visited the assembly on Sunday to overview the security arrangements, categorically said that 'Chalo Assembly' could not be permitted as prohibitory orders under section 144 would be clamped as a rule.
YSR Congress leaders said that they would demand adjournment motions to debate on issues including power crisis in the state and declaring Pranahita-Chevella and Polavaram projects as national projects. They would also raise the issue of disqualification of MLAs.
