Commerce and industry minister Piyush Goyal on Thursday said that the government will foreclose those projects under the National Industrial Corridor Development Programme where states fail to deliver land in a time-bound manner. At an investor conference for National Industrial Corridor projects, he said that land should be linked with milestones or time-bound implementation or time-bound job creation.

"I've today instructed my colleagues to quickly do an assessment of what the other nodes and clusters are willing to do in a time-bound manner otherwise foreclose those projects and offer them to other areas where we can get land on a fast-track basis," Goyal said.

The minister said that states will also have to take ownership and responsibility to provide the land on a fast-track basis.

"I have told states which attended today's programme that this is the definite time period and tell us what land you can acquire and give us, what is available with you and freeze those projects. We can't wait for years for the rest of the projects to come up," Goyal said.

Besides time-bound implementation of those projects, he emphasised on assessing the number of jobs being created by them so that no land squatting happens as land is being offered at a discount.

"Land should be linked with milestones or time-bound implementation or time-bound creation of jobs. You can use it for those bringing new technologies to countries or new partnerships with technology majors," Goyal said.

He said 18 states are being urged to do their decision making quickly, offer the land otherwise "we will be forced to foreclose the projects and offer to other states".
