Ministry of Foreign Trade & Economic Cooperation issued Announcement No. 8 of 2000, starting levying anti-dumping duties on imported Cold-rolled Silicon Steel Sheets originating from Russia (hereinafter referred to as “investigated product”). The implementation period lasted 5 years as from December 30, 1999.
In March, 2003, the anti-dumping investigation function of MOFTEC was handed over to the newly organized Ministry of Commerce.
In accordance with Article 48 of Anti-dumping Regulations of PRC, the implementation of levying anti-dumping duties and price commitment shall be no more than 5 years. However, if the termination of anti-dumping through review leads to continuous or recurrent dumping and injury, the time limit of anti-dumping duties may be properly prolonged.
On June 30, 2004, Ministry of Commerce issued Announcement No. 32, declaring that anti-dumping duties levied on the investigated product should be terminated on Dec 30, 2004. As of the date of promulgation, the domestic industry or relevant organizations could formally apply, in written forms, to Ministry of Commerce for an expiry review 60 days before the termination of the anti-dumping measures.
During the period set by Announcement No. 32, no domestic industry or relevant organizations raised their application, nor the Ministry of Commerce started an expiry review on its initiative.
In accordance with the suggestion of Ministry of Commerce, Customs Tariffs Committee of the State Council made the decision as follows:
Anti-dumping duties levied on the investigated product will be terminated as from December 30, 2004.
The investigated product is listed under No. 72251100、72251900、72261100、72261900 in the Customs Import & Export Tariffs of PRC.
Trademarks of Cold-rolled Orientation Silicon Steel Sheets are: 3404、3405、3406、3407、3408
Thickness of Cold-rolled Orientation Silicon Steel Sheets are: 0.30mm、0.35mm
Trademark of Cold-rolled Non-orientation Silicon Steel Sheets is: 2212
