Subject: India Imposes Definitive Anti-dumping Duty on Viscose Staple Fiber
The Designated Authority in the Commerce Ministry has recommended imposition of definitive anti-dumping duty on imports of viscose staple fibre, excluding bamboo fibre from China and Indonesia, following a complaint lodged by the Association of the Man-Made Fibre Industry of India (AMFII).

Viscose Staple Fibre (VSF), the first man-made fibre, is not a synthetic fibre, unlike other man-made fibres and is made through wet spinning technology.

It is a regenerated cellulose fibre made from wood pulp by subjecting it to various chemical and mechanical processes.

It has the advantage of engineered specification and uniformity, besides being akin to natural cellulosic fibres other than thermoplastic, petroleum-based synthetic fibres such as nylon or polyester.

A major strength of VSF is its versatility and ability to blend easily with nearly all other textile fibres to impart lustre and softness, enhancing the comfort of fabric made from such blends.

After the imposition of a provisional anti-dumping duty on VSF from the subject countries, the Authority established definitively positive dumping margins concerning the imports of the subject goods from China and Indonesia as well as material injury and threat to the domestic industry if the anti-dumping duty were not in force.

The Authority is of the view that the imposition of definitive duty is required to offset dumping and ‘injury' to the domestic industry since the latter continues to face cheaper imports.Accordingly, it recommended a definitive anti-dumping duty of $0.103 per kg in the case of P.T. South Pacific Viscose, Indonesia, and $0.164 per kg in the case of PT Indo-Bharat Rayon, Indonesia, while all other exporters of the subject goods from Indonesia and even those using it as a country of exports need to fork out a definitive anti-dumping duty of $0.512 per kg.

Even companies from countries manufacturing VSF but exporting from Indonesia will have to pay the anti-dumping duty of $0.512 per kg.

In the case of China, all manufacturers/exporters and all other manufacturers other than China but exporting from China have to pay a definitive anti-dumping duty of $0.194 per kg, the Authority held.
