Subject: Anti-dumping duty imposed on laminated films from China
The government has imposed an anti-dumping duty of up to Rs. 25 per kg on import of a laminated product from China, which is used in signboards.

“The anti-dumping duty imposed... shall be effective up to 29 January, 2011,” a notification by the Department of Revenue said.

The restrictive duty on PVC Flex Film would range from USD 0.152 per kg to USD 0.545 per kg, it said.

Earlier, the Directorate General of Anti-dumping and Allied Duties (DGAD), an agency in the Commerce Ministry, had recommended the duty after a probe to determine the injury to the domestic industry due to imports from China.

Imports of the advertising material from China increased to 48,680 tonnes in 2008-09 from 7,928 tonnes in 2005-06. This laminated product called flex is used by advertisement industry in making of signboards, hoardings and banners.

The principle of the anti-dumping duty, a WTO compatible tool, is to ensure fair trading practices and create a level playing field for domestic producers vis-a-vis foreign producers and exporters, resorting to dumping.
